黎笙，作家，导演。1966年毕业于华中师大（当时称华中师院）中文系。曾任中国国际报告文学研究会副会长，中央电视台特约撰稿。
曾以编剧电视剧《洁白的手帕》 获1981年首届全国电视剧奖，也是湖北省第一部获全国奖作品。
导演的电视连续剧《特殊战场》被驻美中国使馆选为爱国主义教材组织留学生观看。
近年创作情况简介：
武汉城市形象宣传片《大城崛起》，黎笙的撰稿被媒体誉为“1500字浓缩武汉3500年”，2015年推出两个月网上点击率高达一千万人次。在全国城市宣传评比中，获国务院新闻办唯一大奖。已译为英、俄等六种语言版本。
《文明武汉》电视专题片撰稿，该片纪录了武汉被授予“全国文明城市”称号的长期艰辛的拼搏历程。
《文明看得见》公益广告创意文案，获金鹤奖大奖并由央视作为优秀公益广告片展播。
美国时代广场播放的武汉形象片（30秒）策划及创意，美国迪士尼团队制作，首次以视频向全球推出武汉形象。
“武汉创新成果展”（市总工会主办）总策划兼创意。该展被誉为“充满创新意识的创新成果展”，全国各大城市（除澳门）都派员前来参观学习。
《大城崛起》一书，武汉出版社出版，收集作者不同时期叙写武汉的作品，市委宣传部和市委组织部联合向本市党员干部推荐。
近年来黎笙的文学创作受到高层领导的关注。李鸿忠书记读了《黎笙文选》后嘱秘书致电作者，称“鸿忠书记从头到尾一字不落地读了《黎笙文选》，嘱我们向你致谢，这本书写得很好！”
在任中宣部长前曾是广西自治区书记的刘奇葆，审片由黎笙撰稿的《狂澜秀水说河池》（系列专题片《广西红色之旅》之四），说“作品很好，解说词非常感人！”
黎笙自九十年代初任中国国际报告文学研究会副会长以来，在报告文学创作上取得突破性成绩。长篇报告文学《中国股市启示录》，《长江治水人》曾由美国《侨报》、《欧洲时报》连载，蜚声海内外。美国《侨报》致电国务院侨办称，“这两个长篇连载后，在美国的华人华侨反响强烈，一致认为塑造了中国大形象。”《欧洲时报》特邀作者前往巴黎采访数月，创作长篇报告文学《巴黎华埠纪事》并予连载。
黎笙近年创作力旺盛，今年其一篇美术评论《砚边墨面》在新华网推出当日点击率高达38万，《半月谈》老总告知消息称令他们“印象深刻”。
